fix(deps): restore full requirements.txt from prod image
Copied pinned freeze from running rmi-backend container (c49a129b1602) so Docker builds include bcrypt, structlog, prometheus_client, aiofiles, faiss-cpu, and all transitive deps the runtime needs. Added the --extra-index-url for pytorch cpu wheels required by torch==2.12.1+cpu.
